The City is performing rehabilitation of sanitary sewers as part of our Ellen and Division Street Rehabilitation Project. Together with this work, the City is planning to also rehabilitate the private service lateral that connects homes in this area to the sanitary sewer main. All work related to this project will be at NO COST to the property owner. If you fail to consent to this upgrade, your City Utility Bill will include a $50 monthly surcharge moving forward.
If you live in within the project area, your home is eligible for this FREE UPGRADE: an $8,000 – $12,000 value, plus these benefits:

The City’s rehabilitation process will be completed by lining the upper and lower sewer lateral (see figure below), which involves inserting a pipe liner inside the existing pipe. The installation will typically require minimal to no excavation on private property. The purpose of this project is to help the City reduce groundwater infiltration into the sanitary sewer system. This will reduce basement backups, sanitary sewer overflows, and the costs of the City’s collection and wastewater treatment.
This upgrade benefits you directly in addressing any current or potential future sewer lateral issues such as root intrusion, reduction in clogs, and/or breaks that would be a cost to the property owner to correct. Lining your sewer lateral will make it like new, which can improve your property’s value. A typical full sewer lateral replacement can cost between $8,000 and $12,000.
The City’s contractor for this project is National Water Main Cleaning Company. It is important that you work with them to receive your FREE lateral improvement.
